What is an HS code? How to read an 8-digit HS code
An HS code (Harmonized System Code) is the classification system for import-export goods under the World Customs Organization (WCO) standard, with 6 globally unified digits. Vietnam adds 2 more digits for deeper classification, producing the 8-digit HS code used in customs declarations — this code determines the import duty, VAT, FTA preferences and management policy of a shipment.
Machinery, electrical equipment and parts. First 2 digits — global WCO standard.
Telephone sets, including smartphones. Digits 3-4.
Smart mobile phones. Digits 5-6 — WCO standard.
Deeper national classification. Digits 7-8 — 00 when there is none.
When unsure, follow the General Rules of Interpretation (GRI 1-6). The same product can fall under several headings — use GRI 3a (the more specific description prevails) and GRI 3b (the material/component that gives it its essential character). For each suggested code, Avenir's AI assistant quotes the Chapter/Section notes and GRI rules verbatim (per Circular 31/2022) with a confidence score; when the description lacks a decisive detail, the system asks for clarification instead of guessing.

Vietnam has 16 FTAs — you can cut import duty to 0%
Many imports pay 15–20% MFN duty but drop to 0% under an FTA. Goods from ASEAN, China, Korea, Japan, the EU, the UK, Australia, NZ, India and the 11 CPTPP nations can qualify — but only if your shipment meets the rules of origin and carries the right C/O. Does yours qualify?
Wrong C/O form or insufficient RVC → duty reassessment + penalties at post-clearance audit. Worth a check before you claim the rate.
