What is an HS code? How to read an 8-digit HS code

An HS code (Harmonized System Code) is the classification system for import-export goods under the World Customs Organization (WCO) standard, with 6 globally unified digits. Vietnam adds 2 more digits for deeper classification, producing the 8-digit HS code used in customs declarations — this code determines the import duty, VAT, FTA preferences and management policy of a shipment.

Classification tip

When unsure, follow the General Rules of Interpretation (GRI 1-6). The same product can fall under several headings — use GRI 3a (the more specific description prevails) and GRI 3b (the material/component that gives it its essential character). How do I look up an HS code by product name?
Two ways: if you already know the code, type the 4–8 digits directly; if you only know the product name, describe it in Vietnamese or English (e.g. "điện thoại thông minh", "smartphone") — Avenir's AI assistant suggests related HS codes with a confidence score and lets you filter by Chapter, management policy and country of origin. How do I know an AI-suggested HS code is trustworthy?
Every suggested code comes with a confidence score and a "Basis" section that quotes the Chapter/Section notes and the General Rules of Interpretation (GRI) verbatim per Circular 31/2022 (AHTN 2022) — so you can verify against the source text yourself. When the description is missing a decisive detail (e.g. mineral-oil content ≥70% vs <70% to distinguish headings 27.10 and 34.03), the system asks for clarification instead of guessing. AI results are for reference; for important shipments, Avenir is a licensed customs broker that can review the code and support advance-ruling procedures with customs.
How do I read the 8-digit structure of a Vietnam HS code?
An 8-digit HS code is read by level: the first 2 digits are the Chapter (01 to 97), the next 2 are the Heading, the following 2 are the Subheading (WCO standard), and the last 2 are Vietnam's national detail. Example 85171300: 85 = electrical machinery & equipment, 17 = telephones, 13 = smartphones, 00 = no further breakdown.
Can the same product fall under several HS codes?
Yes. A product may fit several subheadings — for example a "phone" could be a smartphone (8517.13), a mobile phone (8517.12), a line telephone (8517.11), or a phone accessory (8517.62, 8517.79). Determining the correct code relies on the General Rules of Interpretation (GIR 1-6), technical characteristics and intended use. What is an FTA rate and when do you qualify for it?
An FTA rate is a special preferential import duty applied to goods imported from countries that have a free trade agreement with Vietnam. Vietnam currently has 16 FTAs: ATIGA (ASEAN), ACFTA (China), AKFTA & VKFTA (Korea), AJCEP & VJEPA (Japan), AANZFTA (Australia/NZ), AIFTA (India), EVFTA (EU), UKVFTA (UK), CPTPP, RCEP, VCFTA (Chile), VN-EAEU, and VIFTA (Israel). To qualify you need a valid Certificate of Origin — form D for ATIGA, form E for ACFTA, form AK/VK for Korea, EUR.1 for EVFTA/UKVFTA, etc.
What happens if a wrong code leads to a wrong duty declaration?
If caught before customs clearance: you can file a supplementary (amended) declaration and pay the duty difference — with no penalty. If found after clearance within 5 years: customs may conduct a post-clearance audit and collect the underpaid duty plus a 10–20% penalty on the evaded amount. To limit risk, businesses should research carefully before declaring, or request an advance ruling (advance classification decision) from the General Department of Customs for special items.
What sources does Avenir use for the tariff and how often is it updated?
Avenir's HS code and duty data come from the Export Tariff, Preferential Import Tariff and Special Preferential Tariff issued by the Ministry of Finance — currently under Decree 26/2023/NĐ-CP and its amending Circulars. Avenir updates within 24h of a change on the legal portal.
