Fresh/frozen goods (Chapters 03/07/10) differ from processed goods (Chapters 16/20) in both HS code and management regime; misclassifying leads to the wrong quarantine.

Invalid quarantine certificate

A health/phytosanitary certificate with wrong data or not accompanying the shipment fails quarantine and blocks clearance.

When should quarantine be arranged for agricultural imports?

Before arrival. For many items a plant-quarantine permit or animal-quarantine registration must be in place before the goods arrive, and the exporting country’s quarantine certificate must accompany the shipment.

Do seafood and vegetables have the same quarantine procedure?
