One “yes” does not carry the other. A substance on none of the appendices can still be declarable because of its HS code; a substance in Appendix III can fall outside the declaration duty.

What importers ask about CAS numbers and the four appendices

Which law do these four appendices come from?
Decree 24/2026/NĐ-CP, issued under the Law on Chemicals 69/2025/QH15, which replaced Vietnam’s 2007 chemical law on 1 January 2026. The decree only issues the lists — the obligations themselves come from articles of the Law, which is why each appendix page cites a clause rather than the decree.
Does an Appendix II chemical need a licence for every shipment?
No. Appendix II requires a Certificate of eligibility to trade conditional chemicals — a condition granted once to the establishment by the provincial People’s Committee. A per-consignment licence arises only for chemicals subject to special control in Appendix III.
Does a CAS lookup tell me whether the shipment must be declared?
No — these are two separate keys. The four appendices of Decree 24/2026/NĐ-CP are keyed on the CAS number, while the import declaration duty under Article 6 of Decree 26/2026/NĐ-CP turns on HS Chapters 28 and 29. A chemical on none of the appendices can still be declarable, and the reverse also happens.
What does it mean if the CAS number is not found?
It means the substance is not on the four appendices of Decree 24/2026/NĐ-CP according to the data we hold. It can still be conditioned by other sector regulations, and the HS-code axis still has to be checked for the consignment.
