Customs-declaration service for machinery & equipment
Avenir handles customs clearance for machinery and equipment (Chapters 84–85) - the most complex chapters in the tariff, where whole machines, multi-function machines and parts are easily confused. For used machinery in particular, we handle the equipment-age conditions and inspection so the shipment qualifies for import.
Why this industry needs an expert
Machinery must be classified by principal function and technical documentation, not by product name. Multi-function machines, machine assemblies and machines imported disassembled each follow Section XVI classification rules. More importantly: used machinery in Chapters 84/85 must meet equipment-age and inspection conditions - misjudging the machine’s condition can block the shipment from import.
Documents & specialised inspection
Documents + technical files
Invoice, packing list, bill of lading, C/O; plus catalogue/technical files proving the principal function for classification.
Classify by principal function
Classify multi-function machines by principal function (GIR); assign parts with their own HS code (pumps, valves, bearings, motors) separately rather than lumping them into the main machine.
Used-machinery conditions
For used machines in Chapters 84/85: determine equipment age, prepare inspection dossier and meet the import conditions under the current used-machinery rules.
Duty-preference review
Many machine lines carry low or 0% preferential duty under FTAs - review the C/O so no preference is missed.
Common declaration risks
Multi-function machine confusion
Machines doing several jobs are easily misclassified without pinning down the principal function, leading to wrong duty and possible reassessment.
Lumping parts into the main machine
Parts with their own HS code must be declared separately; wrong lumping distorts the value and duty of the whole shipment.
Used machines not meeting conditions
Misjudging the age/condition of used machinery can lead to the shipment being refused import - the biggest risk in this group.
Frequently asked questions
What conditions apply to importing used machinery?
Used machines in Chapters 84/85 must meet equipment-age conditions and usually require inspection under the current rules. Avenir assesses the conditions before arrival to avoid the risk of refusal.
How is a multi-function machine classified?
By its principal function based on technical documentation (Section XVI classification rules). We determine the principal function and prepare supporting evidence to defend the declared code.
