Misclassifying fabric as garments

Fabric (Chapters 50–60) and made-up garments (Chapters 61/62) carry different duties and policies; other made-up textiles (Chapter 63) are separate again. This is the most common error.

A C/O that does not reflect the correct “from yarn/from fabric” rule, or with wrong data, is rejected - duty jumps from 0% to the MFN rate.
