An industrial-policy list. Appearing on it adds no condition, licence or procedure to an import at all.
This list creates no import obligation
Appendix I is an INDUSTRIAL-POLICY list. Article 6.2 of the Law on Chemicals 69/2025 only directs the Government to issue the list against one of two criteria: a basic chemical “used in many industries and fields but not yet produced domestically, or domestically produced in insufficient quantity”, or “a basic chemical product made from mineral processing”. Appearing on this list carries no import condition, licence or procedure — Article 6.3 uses the list to assess investment incentives. Any chemical import declaration duty comes from Article 6 of Decree 26/2026/NĐ-CP and turns on HS Chapters 28/29, not on this list.
