Chemicals subject to special control

Two licences are needed: a company trading licence and an export/import licence for each consignment — the latter is a condition for customs clearance.

TWO licences are needed: a trading licence (company) and an import/export licence (per consignment)

TWO separate licences — without the second one the goods do not clear customs. (1) COMPANY level: importing is a form of chemical trading (Article 2.18, Law on Chemicals 69/2025), so under Article 11.1(d) the organisation must hold a Licence to trade chemicals subject to special control — issued by a Ministry, valid 5 years (Article 11.3). (2) PER CONSIGNMENT: Article 14.2 of Decree 26/2026/NĐ-CP requires an export/import Licence for chemicals subject to special control and states plainly that it “is a condition for customs clearance”. The Ministry of Industry and Trade issues it (Article 14.4), and the trading licence from (1) is itself a document in that application (Article 14.5(e)). In addition, each purchase or sale requires a control slip (Article 11.4 of the Law, Article 17), and under Article 9.2(c) the organisation must strictly control quantities, prevent loss and incidents, and comply with the international treaties Vietnam is party to.
