Article 3.3 — which had designated the Vietnam Register to receive declarations of conformity — was repealed by Circular 62/2024/TT-BGTVT on 2025-02-15, so from then the circular no longer designates a receiving body for Appendix I. The successor, Circular 49/2026/TT-BXD, likewise names no body, referring only to "the authority competent to issue the certification". — Vietnam Register (under the Ministry of Construction since 2025-03-01 following the merger of the Ministry of Transport, under Decree 33/2025/ND-CP)

What decides whether your goods are in it

Article 3.1(a): "Imported products and goods must obtain technical-safety and environmental-protection quality certification as prescribed before customs clearance" — the timing is the only thing separating Appendix I from Appendix II; the obligation type is the same. Article 4.1 requires imports under both appendices to register for state quality inspection — an ACCOMPANYING procedure, not the obligation that defines the list. Many rows leave the technical-regulation cell empty because the QCVN is stated at GROUP level (A, B, C) rather than per row.
