What decides whether your goods are in it
Article 3.2 of Circular 12/2022/TT-BGTVT (as amended by Article 1.1 of Circular 62/2024/TT-BGTVT): imported goods in Appendix II must obtain technical-safety and environmental-protection quality certification after customs clearance and before market placement; domestically manufactured or assembled goods — before market placement. The appendix table has 4 columns: product name, technical regulation (QCVN), HS code, and governing legal instrument; for many sections the QCVN and governing instrument are stated at group level. The table below is the Appendix III text of Circular 71/2025/TT-BXD, so checking an older consignment means first fixing which period it falls in: the 62/2024 text applied 2025-02-15 to 2025-12-30, the 71/2025 text 2025-12-31 to 2026-06-30, and from 2026-07-01 the list in Circular 49/2026/TT-BXD applies.

Goods leaving the list and goods entering it use different cut-offs
Article 66 of Circular 71/2025/TT-BXD: imported goods NO LONGER in the new Appendices II and III but present in Appendices I and II of the 62/2024 text, for which an inspection registration was issued before 2025-12-31, complete their formalities under the rules in force when it was issued. Article 7 of Circular 49/2026/TT-BXD keeps the same structure but splits it in two: clause 1 uses the "inspection registration already issued" cut-off for goods LEAVING the list; clause 2 uses the "customs declaration already registered" cut-off for goods ENTERING it. Establish which clause a consignment falls under before applying a cut-off, because the two clauses turn on different events.

- 71/2025/TT-BXD — Effective 2025-12-31 — Chapter X Article 62 REPLACED Appendix I and Appendix II of Circular 12/2022/TT-BGTVT (as amended by 62/2024/TT-BGTVT) with its own Appendix II and Appendix III respectively. The table below follows APPENDIX III of 71/2025 — the final applicable text of Appendix II, from 2025-12-31 to 2026-06-30. Internal evidence: Article 6.3(c) of Circular 49/2026/TT-BXD had to separately repeal "Chapter X, Appendix II and Appendix III of Circular 71/2025/TT-BXD" to end the list, and Article 7 of 49/2026 cites "Circular 12/2022/TT-BGTVT as amended by Circular 71/2025/TT-BXD", not 62/2024.
- 49/2026/TT-BXD — REPEALED from 2026-07-01 (Article 6.3): point (a) repeals Circular 12/2022/TT-BGTVT, point (b) repeals 62/2024/TT-BGTVT, point (c) repeals "Chapter X, Appendix II and Appendix III of Circular 71/2025/TT-BXD". The successor lists are split by medium/high risk level instead of pre/post-clearance; Article 5.1–5.3 on origin traceability is deferred to 2029-07-01.

Appendix II — whose final applicable text is Appendix III of Circular 71/2025/TT-BXD (2025-12-31 to 2026-06-30) — lists products and goods requiring technical-safety and environmental-protection quality certification AFTER customs clearance, before market placement. The 71/2025 version NARROWS the scope sharply against the earlier 62/2024 text: from 6 sections to 3, and from 124 lines to 83. What remains is Section I — road vehicles and parts (groups A–E); Section IV — railway rolling stock; Section V — industrial products used in transport. Three sections were DELETED outright: offshore oil and gas exploration and production facilities; sea-going ships; inland waterway craft — with no known replacement instrument. Section numbering is left with gaps (only I, IV, V) because the new text kept the old numbers after deleting. Conversely railways were WIDENED: diesel locomotives (86.02) and non-self-propelled passenger coaches (8605.00.00) moved here from the pre-clearance list. Ordinary cars, buses, trucks, motorcycles and mopeds sit in Appendix I (pre-clearance certification), not in this list.
