This is what separates Section I from Section II: Section I goods must declare conformity ON THE BASIS of certification by a DESIGNATED certification body — self-assessment is not permitted — and imports still undergo state quality inspection. Assessment schemes follow Circular 14/2026/TT-BKHCN: schemes 5 and 7, with scheme 8 added for lifts and escalators. For QCVN 11:2012/BLĐTBXH, only clause 3.1 of the regulation is assessed and certified. Article 4.2: goods under two or more QCVNs must satisfy all of them without duplicating assessment of the same technical requirement. Article 7.6: HS codes not listed, or where classification differs, are determined under customs law.
