From 2024-11-07 the obligation is the import DECLARATION procedure under the Article 1.1a list, no longer a licence. — Authority of Publication, Printing and Distribution — Ministry of Culture, Sports and Tourism (state management of publishing, printing and distribution transferred from the Ministry of Information and Communications on 2025-03-01 under Decree 43/2025/ND-CP). The licensing body while Appendix 01 was in force was the Ministry of Information and Communications.

Scope covers printing equipment only, not components or accessories.
