What decides whether your goods are in it
The obligation is dual by import form: commercial import needs a written confirmation of publication-import registration (Article 39 of the Publishing Law); non-commercial import needs an import licence (Article 41). The sector-description column sets the boundary: technical-manual-type scientific material is excluded; e-books held on data-storage devices are in scope (4901.99.10); catalogues that merely list book titles (4911.10.10) are exempt from both forms. Publications whose content breaches Article 10.1 of the Publishing Law are banned from import and export in any form.
