Import is prohibited. Change the goods or seek the managing ministry’s opinion.
Must not be used in animal feed. Import for other purposes is assessed under the rules of the relevant sector.
Temporary-import-for-re-export and transhipment trading is not allowed. Import for domestic consumption is assessed under separate rules.
Only listed goods may be traded through the border-trade route or form. Goods outside the list still import normally through a main border gate.
Only traders designated by the managing authority may import. Other businesses have no licence to apply for.
Lodge the declaration at the customs office of the border gate of entry, save for the cases allowed to choose elsewhere. Goods outside the list may clear anywhere.
Obtain the managing authority’s licence before customs clearance — the licence covers BOTH export and import.
Obtain the managing ministry’s import licence before opening the customs declaration.
File an import declaration with the managing authority through the National Single Window and obtain the confirmation of declaration before importing.
File a chemical import declaration through the National Single Window before customs clearance; the system’s automatic response is the legally valid document for the filing.
Obtain conformity certification from a designated body, then declare conformity.
Declare conformity against the applicable QCVN and file the declaration with the sector authority before the goods circulate.
Register for technical-safety and environmental-protection certification or inspection with the registry authority before clearance.
Register for state quality inspection and obtain a passing result before clearance.
Register for state food-safety inspection of the import and obtain a passing result before clearance, unless exempt.
Hold the exporting country’s phytosanitary certificate and register for quarantine at the border gate.
Register for animal quarantine with the veterinary authority and hold the exporting country’s quarantine certificate before clearance.
Hold a valid cosmetic product notification before importing.
Compile and keep legal-timber records for the export shipment for inspection and origin traceability.

How specialised-management lists work
Each sector ministry issues a circular with an appendix listing goods by HS code. Whichever appendix a product falls into determines its obligation — conformity certification, a declaration of conformity, state quality inspection, quarantine, a licence, or an import ban.
That is why this section is split by list rather than by instrument: within one circular, Appendix I and Appendix II are two different obligations, with different dossiers and possibly different receiving agencies.

- Where an appendix names goods without a code, the HS cell stays empty — this site does not assign codes.
- Every list states its effective date and any amending or replacing instrument.
