How specialised-management lists work

Each sector ministry issues a circular with an appendix listing goods by HS code. Whichever appendix a product falls into determines its obligation — conformity certification, a declaration of conformity, state quality inspection, quarantine, a licence, or an import ban.

That is why this section is split by list rather than by instrument: within one circular, Appendix I and Appendix II are two different obligations, with different dossiers and possibly different receiving agencies.

What to know about specialised-management lists

What is a specialised-management list?
It is a list of goods with HS codes issued in the appendix of a ministry’s circular, setting out which goods need conformity certification, a declaration of conformity, state quality inspection, quarantine, an import licence, or are prohibited from import.
How do I tell whether my goods fall in one of these lists?
Match the 8-digit HS code on your declaration against the HS-code column of each list. Where an appendix names goods without a code, identify by the goods name and technical description — do not infer a code.
Can one product fall in several lists at once?
Yes. An electronic device can need conformity certification from the Ministry of Science and Technology and also sit in another ministry’s quality-inspection list. Each obligation is a separate procedure.
A list marked “No longer in force” — can I still use it?
Not as the basis for a new consignment, but it stays available to look up shipments imported while the instrument was in force, and to compare against the replacement.
What does the line count mean?
It is the number of goods lines listed in the appendix, transcribed verbatim. The more lines a list has, the more you should use the HS-code search box instead of reading through it.
